Council Requirements (important)
Most QLD councils (including Brisbane, Ipswich, Logan, Moreton Bay, Redlands) require:
- Engineering certification for any retaining wall over 1 metre high
- Certification if the wall supports a surcharge (driveway, dwelling, boundary fence, slope, etc.)
Primary standards for concrete retaining walls:
AS 4678 — Earth-retaining structures
This is the main Australian Standard used for the design and construction of retaining walls, including concrete, masonry, and reinforced soil structures. It covers:
- Design loads and load combinations
- Drainage requirements
- Structural design methods (gravity, cantilever, embedded, etc.)
- Material requirements
- Stability checks (sliding, overturning, bearing capacity)
- Serviceability and durability
AS 3600 — Concrete Structures
Used when the retaining wall is a reinforced concretestructure (e.g., cantilever wall or basement wall). Covers:
- Reinforcement detailing
- Concrete strength
- Crack control
- Durability in soil environments
AS 3798 — Earthworks
If excavation and compaction are part of the retaining wall installation.
AS 1720 / AS 3700 / AS 5100
Relevant only if the wall includes elements of timber, masonry, or bridge-like structures.
Although AS 4678 covers drainage, engineers commonly follow:
- Geofabric to AS 3706
- Agg drains and scoria per state specs
Poor drainage is the #1 cause of wall failure, so engineers will always incorporate it.
